If the new soil arrangements have been thoroughly tested then use a semi-dry mix of bagged concrete (available at Blg Suppliers). Make sure that its concrete not mortar.
As it sets trowel it smooth & level with a trowel or a block of wood

Look at whats there, Its fine concrete (6mm stones in it) not fine flour like sand.
