Concrete type stuff around window sides, broken off

Got all windows and doors "seals" fixed few years ago when we moved in, builder put this concrete type stuff, not sure whats its called, around all window/doors on the sides. They are all fine, except this kitchen window one. The window opens outwards, from bottom outwards, hinged at top. Its quite close to wall, and I think what has happened this has possibly made it all come off ?

Its just one side. What is best way to fix this on my own? Can I just use some sort of silicone sealant?

Just pull it off and silicone it, if you don'rt make a good job with the silicone , you could put a piece of plastic trim up as well
