I can't see any felt lifting only a gap.

Oddly, there seems to be a partial top course of tile hanging (5 tiles) beneath the lead flashing then nowt. I'm wondering if the gap is where the others have fell off?

I doubt the drop on that lead would be enough to weather the head-lap without a complete top course of tiles
 
I agree with the well spotted above. Definitely odd.
Plus, a bit lower down a tile is slipping.

Why felt on a pitched roof? Is this a Dormer?

You are also missing a tile on the left hand side of your window at the top

Felt and lead detail is standard for a flat roof onto vertical tiling. Looks like they forgot to run the batten across the window, and I suspect the additional tiles are covering a hole up. To much cement in the mortar too which looks like it went in via catapult.
