Confused about filling loop on my boiler

My Ideal mini c24 boiler has stopped heating the radiators. The pressure is at 0 so I wanted to increase the pressure.
When I got to the filling loop there is no tap on either connector, just a thread inside one of them.
I think the guy who put it in has removed the tap so that he could box the pipes in?
any suggestions?

Needs a hoover! Get a pair of grips on the tapless first one and turn slowly.

Use a pair of bull nose pliers on the first valve. Leave the second (longer) valve alone.

Oh well, I managed to get the pressure to 1.5 but the boiler is just clicking on and off.
It fires and then the green light just flashes. I have hot water?
any suggestions?
