Conservatory on concrete drive

Hi all,
I am thinking of putting a conservatory on the side of our house, there is a sound annd solid concrete drive already there, however it slopes slightly.

My question for the kind people willing to help is, can I utilise this base or is it best to rip it up and start fresh? Also I have a quick look at the planning portal and I am interpreting that I am allowed to build it right up to my boundary, is this correct? 1970s 4 bed detached bungalow, drive up the side, then four foot to next door neighbours bungalow. Not in any special area.

Unless you know the base is really sound a new slab will always be best. You can build up to the boundary obviously you must not oversail it with your gutter etc.
