Controlling water and heating independently

In the new house we recently moved into, it has an electronic timer on the wall. This timer allows us to set three times to switch the boiler on and off. With this, both the heating is switched on and hot water at the same time. We don't have a single thermostat for the heating neither and have to use the independant ones on each radiator.

With the Summer approaching, we want to be able to programme the hot water to be heated and the radiators to go on independently and at different times. Is it possible to replace the control we have at the moment? Ideally, we'd also like a thermostat too; a package similar to this

Yes but note you'll have to change the plumbing, adding a valve like the one at the top of your pic, if what you have is inadequate.
