You may not need PP though B'reg's will definitely apply.

Regards planning: if you are losing a parking space by converting the garage it may mean having to extend your drive to accommodate extra parking should you need it.

To conform to regs your proposed space will need to be thermally upgraded via the floor walls and roof.

You will need mechanical ventilation

Heating and electrics will also apply.

You should phone your Planning Department and check there are no conditions attached to the property restricting your Permitted Development rights.
