converting FCU to a two way switch

Hi,

In my garage I have a pendant light which is controlled by a switched FCU taken direct from the power circuit.
I want to replace the pendant light with 2 flourescents and make the switch 2 way (the current switch is by the back door and I could do with one by the garage entrance also).
I am assuming you can't get 2 way switched FCU's.
I have looked at the wiki for 2 way lighting and there seems to be different ways of doing it.
My initial thought would be to make the FCU unswitched and take the load into a junction box then from there to the light and switch and then take a 3 core from the switch to the other switch. Is this the best (easiest) method.
The garage is attached to the house so I am not too sure about the legalitites - advice also welcome on this issue too please.

Not sure about the legals but your idea sounds spot on.
Of course you don't have to change the FCU you could just leave it as it is
 
A garage is not a kitchen or special location, so adding lights and switches to an existing circuit is not notifiable.
