Cooker Hood Supply Socket Inaccessible

I moved into a new house last year. The builder when installing the kitchen had plugged the cooker hood extract fan and light into a socket that was hidden behind a boxed in section designed to hide the extract fan flexi hose going into the ceiling void. I only found this out this year when the cooker hood stopped working; checked the MCB which was OK but couldn't find an intermediate fuse/supply and had to call out a sparks. The builder now wants to rectify this by putting in an extension socket outside of the boxed in section but the power for the extension will still be from the socket behind the box section therefore remaining inaccessible should it blow it's fuse.

Is this common practice/normal/acceptable?

All sockets and connections must be accessible.
This is electrical work in a kitchen so better getting a registered spark to do the work.

He should remove the hidden socket and extend the wiring by soldering or by using crimps. An accessible socket can then be mounted where you can get to it.
