Correct levelling compound on a poorly screeded floor

Its part of an extension we recently had built. Everything went fine till the screed went down and within a week I noticed that when we walked over it, it began to break up leaving holes here and there. So we contacted the builder, whom unfortunately we had full paid by then, and asked him to rectify it .He came along and spread what he called latex over the worst affected areas.

Now most of those areas are about 2-3 mm higher than the screed but there is one area which is very bumpy and uneven with two holes still.He did it very quickly without doing any preparation beforehand .In fact i had swept the site myself . It looks very poor to me and the carpenter who will be fitting the laminate flooring, is coming this evening to inspect the site.

Anyway i am wondering what the best course of action would be . Strip the existing compound and starting again ensuring it clovers the whole floor area leaving a flat surface? Or just adding more over the top and again covering the whole floor? Should I insist a primer be applied first and a better compound than latex be used.Its what most floor layers seem to use round here.
I am prepared to meet the cost although i know i shouldnt have to but i have got to the point I just want the job done as the building project should have been finished 6 weeks ago.Any idea how much i should expect to pay ? its an area of about 38 sq mtrs.Thanks
 
Remove the failed material; mechanically prep the floor to remove the top 6mm (min.) using a scabbler or similar back to a sound substrate and lay a thin bonded levelling screed.
