Does anybody know what the seal is at the bottom of this tap, between it and the drainer? I think it needs replacing as water can drip through to the cupboard below.
No, it'd be the seal. The single spout twists the whole thing each time it is turned plus, those metal sinks can be very flexible.

Yes, it happened when I was cleaning the drainer down and to test it, poured a cup of water around the seal and dripping went into the cupboard. Doesn't happen when taps are running though.
Yes replace the rubber washer. I glued a piece of 12mm upvc facia under the section where the tap is. And added an angle bracket to support it even more. You can actually buy ready made ones for the job.
This seems to be a common problem - why don't sink manufacturers reinforce that section. Anyway the first time I fitted the tap was about 15 years ago, I protected the tap tail area with cardboard and used spray foam to strengthen the area which worked ok. I have just refitted the sink to a new...
