Could this be a stopcock

Hi,

We just moved in our new flat and we need to add a little hose. We are not able to find the stopcock. According to the neighbours there is a stopcock outside the building, but one of the neighbours told us that he has a stopcock in his bathroom (not sure about location yet).

The only thing that looks like a valve and it is close to an external wall is shown in the picture. It hasn't got any handle though.

I am not an expert at all. Does it look like a stopcock?

I assume you mean the little tip (is that the spindle?). I tried with pliers and it feels quite hard to turn (clockwise). It is bit hard to reach

Honestly, I am afraid to break it and flood the house.
 
Turn water off outside and adjust the pipework so that the stop cock is in a more accessible space.
 
Wd40 will 100% get into any water fitting you spray it on, how damaging it is is up for debate but there's a reason it's banned by the water board on fresh water. It's a lot less likely bum juice is going to travel against the direction of flow until you have a burst
