Council Flat Re-wires - tails

A few opinions on this please,

Okay so this week re wiring council flat (ex), egg box walls concrete floors.

Pretty straight forward, the biggest worry was providing new tails, however with some smart thinking, agreement with the council and some 25mm SWA we have renewed them. However yesterday another contractor showed up got talking to him asked how he was going to replace the tails, he said he wasn't as the tails were 16mm and they would suffice, I pointed out thay were actually 10mm!!! He still wasn't going to.

How the can he certificate this ??

What fuse was in the switch fuse in the intake though?

I used to find 60a BS1361's with 16mm all the time and leave it as is.
