Hello again,
I'm putting down 22mm chipboard flooring, do I need to drill pilot holes and countersink ?.
I have a fairly good 15.6v Panasonic cordless driver.
Also should I Cuprinol the joists and underside of chipboard?.

you do need pilot holes

on countersinking: do some trials. as you tighten the screw it will tend to pull the head into the weak chipboard. You might find you need a shallow sink as well.

I use cuprinol on joists under the bathroom or kitchen sink where there is risk of damp, or in areas where there is risk of woodworm. Not on chipboard.
