covering chipboard floors

This is my first post and I am an extremely inexperienced "do it yourselfer". But, here is my dilemma. We purchased a house 6 years ago and literally fell into it. we weren't involved in the building process at all. As a result we didn't pay attention to what went in under carpets, etc... I knew we should have pulled the carpet up and looked beneath it just to see what future possibilities would be because I despise carpet! So, here we are 6 years later and our carpet is destroyed. The problem is we don't have the money to put tiles, carpet or vinyl over the floorboards. After pulling up the carpet we have found the subfloor to be chipboard. It is rough, splintery and terrible. (This is what I get for not pulling the carpet during the walk through to see what was under it). Is there a way to paint over it with some sort of apoxy to smooth it out and then paint over that as well?

We also have the issues of the spaces between the boards. Can we use wood caulk in the spaces so that it will allow for continued shifting and swelling during hot seasons?

Sorry for the horribly long post, but I felt I needed to explain the problem. Any help in this gloriously horrible situation would be greatly appreciated!
