Covering for 70s patterned floor tiles

I have recently moved to Australia where I am helping a friend to prepare his 70s-built house for sale in 3 months time.

The 2 bathrooms (including the inside of the shower recess), 2 toilets and a couple of other rooms (which are exposed to sun) have 70s white/green patterned glazed tiles with a textured "orange peel" surface.

We want to cover these to make the rooms more modern/neutral.

As I see it the options are:
- Remove and retile
- Tile over the top
- Cover with lino
- Cover with floor tiles
- Cover with carpet (except for inside the shower recess)
- Cover with waterproof laminate (except for inside the shower recess)
- Paint over the tiles

What would you go for as the best cost/benefit option?
