Cracking paint or plaster?

Hi all,

Just about to start decorating a room in a house we bought last year. Never noticed until today the wall looks like this (attached pic). It’s not a room we have used since moving in.

Just wondered if it’s the quality of the paint the previous owner slapped everywhere before leaving or if this is a bigger issue.

The wall it is on separates one room to another and is clearly a stud wall. On the other side of the wall there is the ‘office’ that wall has a large crack between the coving and the top of the wall which I put down to it being old and probably a botched job years ago.

Just looking for any advice if anyone has seen this before.

I've seen this before although it's not happened to me.
Last time I seen it was in a bathroom that was vinyl silk painted over with another coat.
Few products you could use. Is think buy something to try and see how it works out.

Something like Valspar ultra cover white wall & ceiling basecoat, 2.5L

Goodhome make one and ronseal
