creda storage heater poor performance

I have a creda heater 79364s which although working is not giving out full heat. The input control is at maximum. The top half of the heater is fine but the lower half is cold. Could it need a new thermostat?
 
Than for that, I don't suppose you know what the resistance should be on the elements, I think there are four in the heater
