Damp around window advice

Hi all

After a bit of advice regarding damp around a window.

Recently stripped the wall paper and found that around the sill is quite obviously wet/damp to the touch.

From the outside it looks like the brickwork at the edge of the sill is wet (abnormally compared to rest of house), could it be the external sill itself is draining towards the brick work or something else?

I’ll try to attach images of outside and inside to show what I mean.

Any ideas on how this can be rectified ?

Any help appreciated.

Is that a timber frame? Is the cill or frame rotten at the joint on the outside?

The wall does appear saturated at that location for some reason. Common reasons are missing mastic sealant or a concentrated source of water such as a gutter or soffit drip.

A photo from above the cill would help.
