Damp from flagstone floor

Hello,
The downstairs living room of the house I just bought had an uneven surface, after pulling up the carpet & two layers of underlay & a strange Lino sheet we found flagstones which I would quite like to restore and keep, however, there’s quite a bit of damp in the living room which is on the bottom of the walls and not the top, could this be caused by the flagstone floor and is there anyway of addressing this?
 
photos of the room and the outside ground level might help?
