Damp kitchen floor - help making it better needed

I have just got the concrete up from a very uneven and damp floor. The soil underneath is damp and I am not sure of the next steps, Do I dig out as much as I can? My frined advised to dig out, then get some visqueen (is that how you spell it?) down, then pour on concrete and screed? Does that sound right?
