Why does damp affected plaster have to be hacked off and re plastered? Why doesn't it just dry out?

It will dry out but it has chemically changed, so that it's no longer hydrated.
Expect it to bubble paint and become powdery to the touch.....that's why it's best to remove it, if good decorations are needed.
