a damp meter usualy measures resistance from one point to another, they often give flase / inacurate readings.
That said it may be slighty damp because its a bathroom.

Thinks:
If you get out of the bath and stand, dripping wet, on the bathroom floor every day, will the floor tend to be dry, or tend to be damp ?
Have you got an extractor fan in the bathroom? If not, get one.
Preferably have it connected to the light switch so that it is on every time someone is in there, without them having to bother to make a decision and take any action.
