Damp Under Window Ledge On Inside

I had my isnide wall plastered because there was a damp stain - The outside window cill was also filled with wood filler

The damp stain has returned only a few months later - Is this likely to do with the external brickwork or is it the crak on the external window cill whihc needs to be repaired again?

SO annoying to have to keep paying for stuff to be fixed twice

The frame should have been painted when it was filled!

Water is either getting through the cill or under it.

You don't think it's excessive condensation, especially where their happens to be a slight dip in the window board, just above the staining...?

That glazing won't help either.
