dampness

My father has terrible dampness along the top of the bedroom walls. It is an extension he made 15 years ago and has suffered with dampness for years, maybe from the start. He says he has fiberglass insulation in the walls but why would he get dampness along the top of the walls. any advise?

What need's ventelation? between the two walls? As it has insulation I didn't think it would need ventelation.

All rooms need ventilation, are there any in the windows? ie Trickle vents etc?

Room ventilation is definitely not the problem. The seal on one of the windows is knackered, and you can feel quite a bit of draught.
