Dangerous electric usage?

Hey, that doesn’t sound right. Running a cable across a public road can be pretty risky, especially if it’s not properly insulated, protected, or marked, and it could be a tripping hazard or even dangerous if the cable gets damaged. Usually any cabling over a public area needs approval from the council or utility company and should be set up safely with signage or barriers. I’d suggest contacting your local council’s building or safety department so they can check if it’s up to regulations, and in the meantime it’s best to keep clear of the cable and make sure others do too.

Ring your local DNO, they will be very interested, and send someone out immediately. If you are in Nottinghamshire, this will likely be Nationalgrid, just dial 105. They will deal with it, as an emergency situation.
 
Aside from the risk in exporting power, overhead, over a public highway - there the potential risk of the two supplies being on different phases of the supply.
 
Personally that looks like a telecoms cable not a power cable could just be for an alarm or cctv if its a refurb, lots of pricey materials left on site...£11 a bag for plaster, just as expensive as board..

Wireless, would more safely and easily achieve that.

presumably the other property does not have a supply, may be he is trying to get some work done so as he can connect it - If it is only up for a couple of weeks then let him get on with it. probably someone working 16 hours a day trying to get on

that depends whats at the end of the line..not all cctv is wireless or indeed alarms.

A 3-core flex, was never designed to be simply draped, without any support, over any distance, and copper stretches easily, certainly not across a public road. It seems it has simply been lashed to the pub sign bracket, which is at risk due to abrasion of the flex, to become live. Then, if it rains, the metal bracket will make the surface of the wall live.

Safety, especially of the public, is everyone's business.

If I was on a day out in say....Blackpool :oops:...and saw a flex like that I would just carry on with my day....
