Personally that looks like a telecoms cable not a power cable could just be for an alarm or cctv if its a refurb, lots of pricey materials left on site...£11 a bag for plaster, just as expensive as board..

?Aside from the risk in exporting power, overhead, over a public highway - there the potential risk of the two supplies being on different phases of the supply.
that depends whats at the end of the line..not all cctv is wireless or indeed alarms.There are loads of unsupported cables strung across the road in most towns.

If I was on a day out in say....BlackpoolA 3-core flex, was never designed to be simply draped, without any support, over any distance, certainly not across a public road. It seems it has simply been lashed to the pub sign bracket, which is at risk due to abrasion of the flex, to become live. Then, if it rains, the metal bracket will make the surface of the wall live.
