date on cement sack

I've just bought a sack of white cement, the date on the side is October 10, is this a use by date or a bagged up date?

It's Rugby, I bought it yesterday from Selco in Southall (west london).

I mixed it with SBR but it went like porridge, which alerted me so then I looked at the date n thought.................fudge me nearly a year old, bet that ain't any good.

I realise white cement don't sell quickly but you'd think the merchant would be on their game n chuck em out!

Cement is not like bananas at Asda and does not have to be sold or used by the date on the bag

Cement will go off, but is normally easy to tell as it becomes a great big solid lump of cement

Kept dry it will last for ages.

The date on the bag thing, is purely due to COSHH regulations and a European Directive related to Chromium in the cement, regarding allergic dermatitis. Basically the chromium causes/contributes to dermatitis and it has to be controlled, so an agent is added to the cement to deal with this, but the agent only lasts a few months. So after the date on the bag the chromium becomes more active and could be potentially more of a risk.

IIRC it was only recently (2005?) when the bags were dated
