Deck fascia board installation

I had a new deck built and the white fascia board was installed flush with top of the decking. Is this wrong?

The deck company says this is how they always do it, but seems to me that that should have had a picture frame trim with overhand and the fascia board should be installed under it.

Any thoughts on this?

looks all wrong to me,the 2 bottom steps the riser is under so the tread itself is what you will stand on,how on earth is plastic supposed to stand up to the traffic,wont last very long.
