Hi,
What wood do I need to use to make the frame underneath the decking? and what do you use to put around the edge of the decking

also what are the pegs for?

6 x 2 pessurt treated timber.

deck board around the frame as a fascis.

pegs are for hanging the washing on

also how would I build the frame as the house is one side and a fence the other, so I can't put screws in from the outside, Should I make the frame then lift it in?
 
yes you can. you can skew nail the joists in place, ie go through the joists at an angle in to the frame, or you can build the frame and then lift it in

What happends when it rains and water gets underneath, would it still be able to dry out?

whats best to hold the frame together, screws of nails?

also would it be best to drill the frame to the house to make it more stable?

air circulates around decking so it dries out.

either screws or annular nails, but if you dont have access to a nail gun, easier with screws

yes bolting the frame to any solid structure will make it more stable
