Decorating after dado removal

Removed the dado rail from the front room last night - it had been glued on by the previous owner and it took patches of the top layer of plasterboard with it.

The bottom half was papered - it peeled off easily leaving the backing paper 90% intact.

The top half had been done with matt emulsion.

I want to paper one wall and emulsion the rest.

What is the best way ahead for me now?

Have the damaged area skimmed where the dado was removed?

Remove the backing paper altogether and put up lining paper throughout after the skim?

A full skim?

The house is 8 years old and the walls are in decent all round condition.

I want to make sure I address the damage done by the dado removal in the best way prior to papering.
