Decorating hall and stairs

I am tackling the above job for the first time ,the stairs are essentially straight ( 11 steps) there is a 90 degree turn at the bottom ( 2 steps). At the top of the stairs the toilet is facing and a 90 degree turn to the left leads on to the other rooms . There is a fairly deep stairwell over the main run of steps and I would welcome any advice on safely accessing the ceiling at the highest point ie directly above about 9 steps below the upper landing. I would be interested to try any improvised but safe methods or if not practicable any equipment which is available for hire. Thank you
