Deflector to Combi boiler's flue

Hi,

We had a Ecofit Vaillant Combi boiler fitted a couple of years ago. We live in a flat and the flue is about 60 away from our neighbour's window.They insist we get a deflector fitted so that the plumes are emitted as far away as possible from their flat.

Would it be safe to have a 3 metre deflector kit fitted?

Would it need to be insulated or would the plumes still escape safely without condensing inside the deflector and leak on very cold days?

Would the safety and efficiency of our combi boiler still be the same?

you can use a plume management kit, you cant fit this yourself you need a RGI to do it
