Did the Electrician Cause Flickering Lights?

I used to get calls from my customers to replace lamps under warranty....
I used to buy Osram, so it didn't happen very often!
 
My local wholeseller had Philips so it wasn't something I expected. This was a snagging issue so hadn't got as far as warranty.
