Different radiators coming on at different times

Hi, our downstairs radiators stopped coming on, think the 3 way valve was sticking so put a new one on, now some rads come on and some don't. But it changes regularly which ones are on and which arn't.

But they're never all on at once! any idea of the likely cause?
