Different size heating pipes

We've just moved into a new house and the heating is slow and not working very well. A plumber has been out to have a look and has suggested the problem is that the people who put the system in have used different sizes of heating pipes which is causing friction in the system. He's recommending we replace most of the piping to make it all one size? Does anyone know if this sounds like a good idea? We're happy to get it done if its needed but don't want to have major works done if it's not going to help.

This is one of those questions where the only sensible answer can be obtained from someone who has been on site.
 
as a rough guide, 22mm for the main circuits and 15mm from the 22mm to individual rads is all you normally need.

what do you have?

like simon says, you really need to look at something like that to know what you're talking about though.
