Dimmer wont switch off

I would really appeciate some help as the manufacturers instructions are useless and I know I have done something wrong I just don't know what that is.
 
Might be stating the obvious but you have tried pressing the button in if it's a 2 way switch haven't you? In other words are you just used to the type which click off when turned right down.
 
The unit is brand spanking new from B&Q today. BTW I have pressed,
it on/off, turned it etc.etc. I have successfully installed a number of 1 way switching units its just this 2 way switching unit that has me foxed.
 
Lets start at the very beginning!

What are you trying to replace? Is it 2 way? Is the other switch a normal switch? How have you connected it? What colour wires do you have there, how many? How was it connected before?
 
I am replacing a two way switch. The switch at the bottom of the stairs has been wired identically to the one it replaced (no problem there). The switch at the top of the stairs has two cable the 1st

1st Blue, Yellow, Red and green/yellow

2nd red, black & green and yellow.

The new switch has three connections L1 L2 L3=(squiggly one)
 
Have you also installed a dimmer switch at the bottom of the stairs? What wattage lamp is it controlling?
 
So, are you saying you are replacing the bottom switch which I presume has three wires in it, red, blue and yellow?
If so, and provided there is not another dimmer (as Spark 123 suggested) then wire it up the same as the top switch. I.e., if yellow (say) is common (squiggly connection) make this the same.
