Dirt and muck around the inside of the casements

Some windows on the first floor back of the house when you open them, they are filthy and that affects the tracks, The windows rarely ever get opened. Apart from the inner area where the casement closes not ever been cleaned could the seals on the casement that closes against the outframe need replacing. The bubble seal looks flat. Ground floor window on the same elevation are pretty well clean but they do get a bit more TLC.
 
Car shampoo, and a soft brush such as a large paintbrush, are good for cleaning off. Shampoo leaves a slight waxy film that makes it easier next time, and is said to be non-corrosive unlike some household cleaners. Do the glass as the same time.

You can use a plant sprayer to get into awkward crevices.

I am lucky enough to have softened water, which does not leave lime watermarks after rinsing off.
 
I think you have amswered your own question. Clean them more often.
Yes probably but was wondering if the seals on the casements maybe not doing their job. First floor south facing windows are a lot worse than the ground floor, I guess its the wind
