do you really want to have to risk burnin yourself on the cooker to plug something in? or maybe have the damaged/bare wire plugged into the socket behind the sink falling into the sink?

Guidance from "Electricians guide to the building regs". This guide states Accessories should be installed a minimum of 300mm from the edge of the kitchen sinks and draining boards to reduce the risk of being splashed. Cooker control switches, extractor fan switches etc should not be mounted so that it is necessary to lean or reach over gas or electric hobs for their operation (the guide shows a picture with 300mm horizontal clearance). Socket outlets min 150mm above the work surface.

Although in the regulations book (the regs are not guide lines, you have to comply), a kitchen is not considered as a special location (meaning that there is no specific reuirement for these distanceds) it is highly recommended to follow the IEE guid lines. The obvious reason is your and others safety, the other reason is that if you will need a certificate for the safety of your electrics in the house I would think that most of the inspectors will not like the idea of not keeping this distance.
According to the IEE recommendations the distance from the sink/ draining boards is 300mm, the same required from the edge of a hob. the hight of a socket above the work surface is minimum 150mm.

Which regulations are you referring?

Please read regulation 110-04-01
yep you are right, theoretically BS7671 is not mandatory, (and this is one of the questions in any course exam) but all electrical work is done in accordance with the BS 7671, and it can be used in court. Any legal document concerning electrical work will be based on this book, so for me it is mandatory.

Not read Statutory Instrument 2004 No. 3210 The Building (Amendment) (No.3) Regulations 2004 then? ;)
