I am currently half way through my level 2 2330 and haven't touched on the above yet but was wondering if anyone could explain the above with regards to consumer units.

Think about the size of the incoming fuse to a standard domestic property 60/80/100A. Now add up all the ratings of the protective devices in, say, a full 8 or 10 way board.

What is your conclusion ?
 
The above diversity calculations are fine for installations, but should not be used to estimate the demand of whole buildings.

If a new building is to be connected to the local public distribution system, the consumer must tell the DNO what maximum demand his connection has to meet. Connections are designed to meet this demand and the consumer pays the full cost of the connection. Getting the MD estimate wrong can be very costly; too high and the consumer pays too much for his connection, too low and the connection has to be replaced , so the consumer pays twice.

The diversity methodology described in this thread grossly overestimates a building's maximum demand for connection and metering purposes. There are a number of reasons for this, e.g one being the DNO's definition of demand as twice the kWh in a half hour.
