That has been true for many years. Ask the DNO what earth system do I have, and they will often have to send some one to look, tell him next door is TN-C-S should not I be the same, and 9 out of 10 times they will give you a TN-C-S earth for no charge. However ring up and ask for the earth to be swapped to TN-C-S and there is a huge charge.
They also clearly get it wrong. My son asked for a quote to move supply and remove wires on outside of house. It was agreed he would fit a meter box next to the coaxial feed cable placed where it can easy be re-routed without needing extending. However his supply also feed to next door, it should not be wired that way, but clearly some one when the wired the street saw a way to cut corners. Swapping my sons supply will be easy. But it will then leave the DNO with a problem in how to feed next door. That will likely mean lifting the new drive way and will not be cheap.
So really my son has been quoted well over what the job should cost in theroy but well under what it will cost in practice. I am sure when the DNO come to do the next house in the street they will realise their error and lift the price. So yes there will be varying prices for the same job as people do pave over gardens and make what was an easy job into something quite complex.
I know a guy that does it for cash. Despite the scaremongering in the paper, the black market lads are qualified and do know what they're doing without putting you or your neighbours at risk
Known a few jobs where builders thought it'd be a good idea to rip the meter board off the wall, twist and wrench the PLC cable a bit and stick it on the adjacent wall....
