do I have to dig to put patio slab?

hi,
I hired some builder to create an extension. Now thinking of build a small patio. One thing is that the extension's floor is much higher than the ground.
So I am wondering could I just lay the hardcore, sand and then patio directly on the ground?
Then I can just build some steps for the door access.

yes. but if that’s concrete outside i’d break it up first.
