Slightly tricky one, planning permission is not required if you do like for like, however as you have brickwork under the windows then technically that bit would require brick slips (to match the existing) and then render above
If you did the whole lot in render then technically planning permission would be required.
As to whether the planners would care or make issue with it nobody can answer.
All assuming you're not in a conservation area, the building is listed or other oddity.
