Solid Wall Insulation In Loft Conversion

Hello - looking for a bit of advice on my potential loft conversion please.

Property is early Victorian and all external walls are solid brick, currently un-insulated.

I plan on putting a staircase against the external wall, which means removing current ceiling and exposing the bare brick gable end. This would be adding to the existing the hallway area. Stud walls between this hallway and the new room would be insulated and fire rated.

Would LABC expect me to insulate the newly exposed external wall brick wall?

yes if you remove more than 25% of the existing wall covering. If you are saying that the gable end above the ceiling height isn't currently plastered, then possibly not.
 
As part of a loft conversion, BC will expect insulation irrespective of the 25% rules which are not applicable here.

Seems odd to have a 50mm+ step in the wall at the gable end as you look up the new stairway, if them the regs - that's the way it'll be!

But this would still come under the remit of a thermal renovation, so the percentages would apply to the wall in that room as a whole and not just the bit above the ceiling.
Also if it's not practically feasible to hit the renovation u-values then you can do what is practically feasible and in the case of extra insulation for example impinging over the stairway, that may be deemed to just finishing the wall.
You need to speak to your BCO on this one, some are fussier than others .
