Do wardrobes have to be fixed to the wall?

Presumably you are talking a rental property. If the instructions for a wardrobe specify it is to be restrained by the wall then you must do so as a landlord has duty of care to his tenants however they are not normally. Only chest of drawers or filing cabinets usually.

Even if there were instructions for a wardrobe to be fixed and an accident happened as a result of it not being fixed, I can't see the tenant getting anything from it (i.e. making a claim) because the landlord could just say it was fixed so the tenant must have removed it. And if you went down that route, I don't think the tenant would be a tenant for a lot longer.
