Why would you cut off the earth pin in a 13A plug to disable its use. The earth pin (of whatever material) is essential to open the socket shutters.

Moulded 13A plugs wired to 2-core cables generally have all-plastic earth pins for the very purpose of shutter operation.

Maybe he'd cut off a moulded plug, and wanted to prevent it being inserted into a socket.

FYI, the 'all-plastic earth pin' on such plugs, as well as plug-in transformers etc, is more correctly known as an ISOD, an Insulated Shutter Opening Device.

I thought I was clear;

because it is not to spec and generally indicative of other problems with the lead. I'm not talking about 2-core leads, clearly they intend to have all plastic earth prongs

If the Chinese can rattle them out cheaper than buying them in then that is what they'll do, the one's I have see you can pull the end caps off and the wire is just tucked between the porcelain tube and the end cap on both ends. Cheaper than going to the bother of soldering them!
