Likely it is supplied in a bubble pack which requires a tool to get into, so as far as regulations go it is safe, or at least as safe as any other electrical item where you can access live parts with a tool.
It's not even a great deal, CPC sell non-salvaged 13A plugs for 83p each including VAT in one off and a bit less in higher volume (admittedly if it's the only thing you order you will pay shipping on top of that but seboshop also charge for shipping)
All I wanted was a new brush roller and bearing end-plate for our Sebo....
