Does the thermostat on a boiler only control the hot water temperature?

I have an oil fired boiler (a Danesmoor 15/19). There is a thermostat dial on the front (currently set to the third position (out of four).

I also have a thermostat in the hall.

Is the thermostat on the boiler used solely to control the hot water temperature?

Is that to prevent the boiler overheating?

It is to limit the temperature of the water that flows from the boiler primarily ,and indirectly the internal temperature within the boiler.
The cylinders thermostat regulates the temperature of the water that comes out your taps.

The chances are that it is an oil boiler with gravity DHW and pumped CH., and at some time in the past the OP has been advised to use the boiler stat to control the hot water.
How many pipes come out of the top of the boiler? Is it one on each side?
