Dog door flap lock timer

My son who has 2 Beagles and fitted a door flap to allow the dogs free access in/out.,

Now he has a problem where when leaving the dogs to do shopping they want to go too, so they go into the garden barking etc.

Anyone know of a lock with a timer, where the flap could unlocked after 5mins etc after they have settled down allow them into the garden as they wish.

There are models of door flaps with locking/release devices, but they are for cats or smaller dogs in many pets stores etc.

You want one with a lock which stops the flap opening when pushed from the inside, (for 5 mins) right?
I think they ALL allow free exit.

It would be simple to stop entry for 5 mins!

The timer is no problem, there are timers available that will do a multitude of things and delay off is not a problem.
The problem would be mechanically fitting a lock to the door & flap.

An electro magnetic lock will require power (as will the timer) as will a solenoid operated lock.
How would you manage that? You'd need to get a power cable onto the door (first problem - where from?) prevent damage to it with repeated openings, prevent the dogs nibbling at it etc.
Is the door wooden or UPVC?
Is the flap a home made wooden one of a shop bought plastic one?
