Domestic water street isolation valve won't shut.

Hi group, our house stopcock is leaking and needs replaced, I've found our meter in the street and assumed if you turn the blue handle in the picture it would isolate the water to the house so we can replace the stopcock. However the blue handle won't turn in either direction and I'm afraid if I put more pressure on it the shaft will break. Any advice would really be appreciated.
