Door step paint over Polyfilla

Looking for some advice please.

I have a concrete/cement interior door step. I have filled a few holes with Polyfilla and then covered with 2 coats of Ronseal satin door step paint. The paint goes on fine and looks good while wet, but when it dries, you can see the the Polyfilla still underneath. It's as if the door step paint is not covering the surface of the Polyfilla sufficiently.

I am now thinking perhaps I should re-coat with some primer/undercoat and re-coat with the door step paint, or maybe some kind of stain block paint followed by the door step paint.

I’m not sure I would use polyfilla on concrete. It isn’t clear how bad the damage is but Can you not remove the filler, mix up a small amount of concrete and skim the top?
